       据北京工商注册代理协会向我中心通报:近期,北京市工商局在北京工商注册代理协会的密切配合下,针对社会上的“无照代理”,加大了打击力度。这些“无照代理”是未经批准擅自从事非法代理的机构,它们采取不正当手段招揽业务,代垫资金、代找住所、私刻公章、使用假发票评估,打着工商局的旗号,以加急办照为名漫天要价,同时,还利用一些新闻媒体擅自刊登违法广告,不仅严重扰乱了代理市场秩序,侵害了企业的合法权益,也给工商行政管理机关的形象造成恶劣的影响。为了维护登记注册代理市场秩序,市工商局对注册代理机构进行了重新登记,同时在工商注册代理协会的配合下,采取一系列打击措施遏制了“无照代理”的蔓延势头。

Documents Needed For Handling Procedures Of Registration With Administration For Industry And Commerce For Operation Of The Representative Office
 

The following documents shall be needed for handling procedures of the said registration:
1.An Application singed by the Chairman of the Board of Directors or the General Manager of the foreign enterprise;
1.An Application signed by the Chairman of the Board of Directors or the General Manager of the foreign enterprise;
2.Legal certificate sanctioning the operation of the enterprise;
3.Credibility Letter issued by the bank where the foreign enterprise has opened its bank account;
4.Letter of Appointment signed by the Chairman of the Board of Directors or the General Manager of the foreign enterprise for appointing the (chief)representative;
5.Resume of the (chief)representative;
6.Identification certificate of the (chief ) representative ,ID card to be provided by a Chinese representative or passport to be provided by a foreign representative;
7.3photos(2in.,white&black) of the (chief) representative;
8.Foreign related certificates for the site;
9.Filling "Registration Application form,Registration
Form personnel of the Representative office",Certificate for the Use of the site," Manuscript of the Representative office .
If the above-mentioned documents are in foreign languages, translation in shall be attached.

Handling Procedures Of Registration With Administration For Industry And Commerce For Extension Of The Representative Office
 

1. Amual examination
(1)Registration for extension shall be conducted 30 days prior to expiration of the Registration Certificate;
(2)Registration Certificate and Representative's ID card;
(3)Filling the Registration Application Form For Extension of the Permanent Representative Office.
2.Registration for extension when the period expires
(1)An Application signed by the Chairman of the Board of Directors or the General Manger of the foreign enterprise;
(2) legal certificate sanctioning the operation of the foreign enterprise;
(3)Credibility Letter for the bank where the foreign enterprise has opened its bank account;
(4) Registration certificate and working certificate;
(5)Filling in Registration Application Form for Extension, Form of the Representatives of the Representative office , Certificate for the Use the site, Manuscript of Certificate of the Representative office ;

Handling Procedures Of Registration With The Administration For Industry And Commerce With Respect To Changes Of The Representation ,Name of the Representative office , Business Scope And Change Of The site
 

1.To change or increase the number of the representatives:
(1)An Application for change of the representative signed by the Chairman of the Board of Directors or the General Manager of the foreign enterprise;
(2)Letter of Appointment for the new representative signed by the Chairman of the Board of Directors or the General Manager of the foreign enterprise;
(3)Resume of the new representative;
(4)Identification certificate of the new representative, ID card to be provided by a Chinese representative or passport to be provided by a foreign representative;
(5)3photo(2 in.,white&black) to be provided by the new representative;
(6) Registration Certificate , the Representative's ID card of the changed representative;
(7)Filling in the "Registration form Alteration","Registration form personnel of the Representive office","Form of the Representatives of the Representatives office","Manuscript of Certificate of the Representative office."
2.To change the name of the Representative office:
(1)An Application for Alteration signed by the chairman of the Board of Directors or the General Manager of the foreign enterprise;
(2)Registration Certificate of change of the name of the foreign enterprise;
(3) Registration Certificate and working Certificate;
(4)Filling in "Registration Form Alteration"and "Manuscript Certificate of the Representative office;
3. To change the business scope:
(1)An Application for Alteration signed by the chairman of the Board of Directors or the General Manager of the foreign enterpreise;
(2)Registration Certificate of Change of the Business scope of the foreign enterpreise;
(3) Registration certificate;
(4)Filling in "Registration form Alteration "and "Manuscript certificate of the Representative office";
4.To change the site of the Representative office:
(1)An Application for Alteration of the business site signed by the chief representative;
(2)Foreign related certificate
(3)Filling in "Registration form for Alteration" ,"Form of certification for the Use of the site "and "Manuscript of certificate of the Representative office"

Registration With The Security Bureau, Engraving of Seals
 

Within 10 days after registration with Administration For Industry and commerce , the representative office of the foreign enterprise shall go to the Department of Foreign Affairs of Beijing Public Security Bureau to conduct the procedures of registration records, and the following documents shall be provided:
1. Registration Certificate;
2. Working Certificate;
3. Letter of Application for Engraving of seals;
4. Filling in "Registration for Foreign Representatives offices in Beijing".

1.Registration in the state taxation burdau:

2.Registration with local atxation bureau:
